Summary

On March 10, 2009, the U.S. Environmental Protection Agency issued a proposed rule for mandatory greenhouse gas (GHG) reporting from GHG emission sources in the United States. The proposal is the first GHG rule to be issued by the EPA and may serve as a foundation for Congress in defining future climate change legislation. It was published in the Federal Register on April 10, 2009, and comments on this proposed rule will be accepted until June 9, 2009.

 

The proposed rule raises important questions for those in the auditing and governance sectors. It does not include requirements or provisions for independent auditing or verification of GHG emissions to be reported to EPA.

Our Moderator and Co-presenters

Douglas Hileman, moderator and co-presenter, has more than thirty years' experience in the Environmental and Sustainability fields. Most recently, he worked at a Big Four accounting firm and has nine years of industry experience. He collaborates with associates on a variety of issues, including regulations, permitting, compliance, auditing programs and transaction support.

 

Kevin Ewing, who joins Doug Hileman to share his perspective from many years of advising public and private companies with respect to governance and disclosure arising from environmental risks, is a partner at Bracewell & Giuliani LLP. He has spoken and written widely on these topics to legal, financial and other audiences.  He assists boards and executives in the management of carbon disclosure, as well as planning and risk management in the face of potential investigations, shareholder proposals and public protests.
